Local Hazard Mitigation Plan

To help ensure that the City can protect its residents and businesses from natural and manmade hazards, the City has adopted a Local Hazard Mitigation Plan, or “LHMP.” The LHMP covers a wide range of hazards affecting Palmdale, including:

  • EarthquakesFire in the hills
  • Floods, dam failure and inundation
  • Wildfires and brush fires
  • Transportation accidents and hazardous material spills
  • Drought
  • Severe weather
  • Power/utility failure

The LHMP describes these hazards and lays out how the City and other local partners can work to either reduce hazards or to help address their impacts when disasters occur. Having an LHMP in place helps direct City resources appropriately and qualifies the City for federal disaster relief.

The current LHMP was adopted in 2015 and is due to be updated this year for another five-year period. The current 2015-2020 Palmdale LHMP is available for downloading LOCAL HAZARD MITIGATION PLAN (PDF)

Public Input is Important

Public involvement plays an important role in the LHMP update. The City is interested in how our residents view the hazards affecting Palmdale, how you are affected, and steps you have taken to stay safe when disaster happens.

The public will have many opportunities to provide input, including public meetings (virtual or in-person, depending on COVID-19 restrictions) and an online survey. Before the updated LHMP is adopted, the public will have the opportunity to review and comment on the draft Plan.

Five-Year Hazard Mitigation Plan Update

The City is currently updating the Hazard Mitigation Plan to cover the period from 2021 to 2025. Working with partner agencies (schools, police, fire, military, medical, etc.), the City will ensure that potential hazards are properly identified, and that appropriate measures to protect the public are included in the plan.

In light of the current COVID-19 situation, a new category of Pandemic will be added to the LHMP as part of this update.

The updated LHMP is scheduled to be presented to the City Council for adoption in Fall 2021.

The update of the City of Palmdale Local Hazard Mitigation Plan is being funded by a $50,000 Southern California Gas (SoCalGas) Climate Adaptation and Resiliency Planning Grant. 

The City has contracted with Interwest Consulting Group to prepare the updated LHMP.
