The City of Palmdale, in partnership with the County of Los Angeles, has established an Enhanced Infrastructure Financing District (EIFD) in boundaries of the City of Palmdale and unincorporated Los Angeles County (see boundary map). The purpose of this district is to create a funding mechanism that can facilitate the construction of public infrastructure improvements in this area.

A portion of the property tax increment that the City of Palmdale and the County of Los Angeles receive would be specifically restricted to pay for the infrastructure projects listed in the Infrastructure Financing Plan (IFP) at an estimated $606 million be dedicated to the Palmdale EIFD over a 50-year period. These infrastructure improvements prioritize by the EIFD will include key infrastructure projects that are cost prohibitive due to the significant cost to serve the sites and prevent new development from occurring. These infrastructure investments will assist the City’s efforts to create jobs, provide housing opportunities, and invest in local and regional transportation projects. The establishment of the EIFD will not result in any new taxes or fees to the property owners in the EIFD boundaries or the City.

The City Council has established a separate body, the Public Financing Authority (PFA), to oversee the creation of the EIFD and who is responsible for the adoption of the final IFP. The PFA will be responsible for the issuance of the bonds in the future as well. On June 1, the Palmdale City Council approved Resolution No. CC-2021-044 which formally announced and set forth the future PFA public hearing date to comply with the current EIFD statute and achieve authorization to issue EIFD debt. Assembly Bill No. 116 (AB 116) was enacted to authorize the PFA to issue bonds without submitting a proposal to the voters and requires the PFA to hold three public hearings on an enhanced infrastructure financing plan.
